ProvGM Stephen Blank spoke of the more modest and unknown side of Joe who has done a tremendous amount for charities. Last promoted some 27 years ago, the ProvGM then promoted WBro Dwek to the rank of Past Provincial Senior Grand Warden (PProvSGW) to the delight of all those brethren present. He was then proclaimed as such by WBro Royston Jones, ProvGDC.
